On a second computer I was able to use a recovery cd to initiate a System Restore on the computer and restore back to the most recent restore point.
Once the recovery was successful the computer booted up and the keyboard was again functional. Sounds similar to an issue I've seen where an antivirus [Kaspersky] installed a keyboard driver to supposedly watch for keyloggers or other purpose? You'd only have the problem when you uninstalled the program and in didn't properly remove the registry link to the driver. If it contains anything else, it's suspicious. Maybe their factory image was a test image or something that had a keyboard filter, then the file was deleted.
