It may be held by professionals in multiple sub-disciplines, including rehabilitation counseling. A student must earn a degree at the graduate level. If a counseling program does not have a recognized programmatic accreditation, it must be housed in a regionally accredited institution and otherwise meet standards of the Oregon Board.

Programs must include at least hours of supervised clinical experience; at least must be direct client contact. Programs must include core counseling content. There are to be at least two semester hours in each of the following areas:. Graduates who earned degrees prior to October of can be licensed on the basis of programs that were as short as 48 semester hours and included only hours of supervised experience. The client may credit up to client contact hours from a license qualifying graduate degree program.

When the Respondent is notified they will be asked to respond to the allegations within 21 days. The Respondent will be given the identity of and means to contact the assigned investigator. The investigator may talk to people who have knowledge of the situation, gather or identify evidence, interview witnesses and file a report.

The report may include opinion and recommendations, but will usually just present the facts or information as discovered.

If it finds a violation, then the Board will decide if disciplinary action will be taken. For example, the Board may propose: denial of licensure or registration, suspension of license and ability to practice, revocation of license, civil penalty, formal reprimand, or issue a letter of concern informal. If the respondent requests a contested hearing, one will be scheduled. Hearings are held before an independent Administrative Law Judge, that will be provided by the Oregon Office of Administrative Hearings.
